BIDS

During the month of April both SPBS #'s I and 2 and the AFSM 1000 were dismantled. The good news is that we were able to establish thirty-six (36) new bid positions, many being in manual operations. I have already started investigating other mail processing operations in an effort to establish more new bids. The next round of bids should be posted by either the end of May or early June. Due to the loss of the SPBS and the AFSM machines a large number of employees are now unassigned regulars. I strongly recommend that these employees bid. Management will at some point start filling all the residual bids using the unassigned regulars. The contractually correct procedure is that the senior unassigned regular employee will have first choice of available bid assignments. If they decline the assignment then it is offered to the next senior unassigned regular until the list is depleted. In short, the rule of thumb is senior volunteer, junior mandate. In the case were there are more jobs then unassigned regulars, the senior unassigned regular employee can reject the job assignment and the junior regular employee will be forced bid into that position.

POWDER SCARES

There have been several powder scares in the last month. We have been fortunate that none of these incidents have led to a positive reading. There have been some questions regarding if Management is following the correct standard operating procedures. The Union is working very closely with Safety to insure that Management is abiding by all rules and regulations as outlined by local, state and federal authorities.
